Abortion facilities kill people.  They do not cure or prevent any disease.  Therefore, they should not be considered health care facilities.  However, since the industry insists on styling itself as health care, it must follow the same rules as any other out-patient surgical facility.  Keep the current rules intact.  The safety of Virginia's women demands nothing less..
