Regulation of healthare facilities should be based on evidence-based medicine, not political or ideological agendas. Restrictive hospital-style regulations are inappropriate and unnecessary for the low-risk procedures and services provided by outpatient women's health centers. The regulatory process should not be used to resrict women's access to safe abortions, the right to which is protected by the U.S. constitution.
