Thank you for making early childhood education a priority in the Commonwealth.  While I think yearly training is a critical requirement for cooperative preschool staff, 20 hours annually will be a burden for many parents and may cause many parents to choose another childcare provider.  Please limit the requirement to paid staff and exempt parents.
