The requirement to have worked 5 of the last 6 years does not support providers that have taken time off to care for family or other personal reasons. A minimum work history and a scale over time would seem to meet the goals of the Board while allowing those that have worked in the field over time to have taken time off for personal reasons. For example, a provider with over ten years of licensed experience took the last two years to care for a parent and then moved to Virginia. This person would not qualify under the new rules, but is more qualified than a person with five years of experience.
