If the term "Valid" meant current or expired, then I could still drive on an expired Driver's license since it is still "Valid".  Come on people, Get the Lawyers out of the room.  A Valid Photo ID is a CURRENT non-expired id.  If a person, needs a valid ID to vote the law provides the mechanism to get a "free" valid photo ID.
