The regulations contained in 12 VAV 5-412, as required by Virginia code32.1-127, should be retained in their entirety. They are necessary for the public health, safety and welfare, have little economic impact on small businesses, and are clearly written and understandable. As the reports for the Virginia Dept. of Health document hundreds of horrific violations of the health code by abortion facilities, it is imperative these regulations are retained in their entirety for the assurance of safe healthcare for women in Virginia.
