The proposed definition of a valid identification is about as clear as mud. Lawyers may claim to understand it, but ordinary citizens who interprete and apply the law at the voting site won't. Furthermore, why provide an exception for recently expired documents? The police do not provide 30 day exceptions for expired license tags or drivers' licenses, and the IRS does not provide 30 day exceptions for tax return filings. Suggested wording:
"Valid" for all purposes related to voter identification means documents containing the name and a recognizable photograph of the voter and appearing to be genuinely issued to the voter by the issuer named on the document.
