No definition of the word "Valid" in Virginia State Election Code

question the State Board of Elections use of an undefined term such as "Valid"

when applying Virginia State Election Code. While the word "Valid is used numerous times
there is no definition of the word "Valid" in Virginia State Election Code.  Without clearly defined terms any application of State Election Code is mote. The Virginia State Board of Elections must ask for explicit language, and fully defined terms from Virginia State Senate and Assembly, before uniformly administering Virginia's Voter ID Law as it stands presently.
