Adopt new rules and get rid of old barbaric rules on restraining incarcerated women in labor
 

We should move ahead immediately to adopt the proposed rules on Humane treatment of pregnant inmates. It really defies logic why or how the previous set of rules was ever adopted, and it has led to inhumane treatment of women in labor, endangering children, and well, they are simply barbaric.

The proposed rules are medically necessary and more humane. If an inmate is a serious risk, the supervisor will be informed -- but please adopt these rules and move Virginia into the present day.
