I urge the Board of Correction to adopt these new regulations as soon as possible and to do everything in its power to ensure that they are promptly implemented at all of the State's correctional facilities.  Shackling women during labor, before and afterward denies the basic human dignity of mother and child.  Such actions have no place in a system of "justice". 

 Please move forward with these new rules.
