Incorporating Service Facilitation means eliminating the individual's freedom of choice.  They have the right to choose their own providers.  (According to the Virginia Code) CDCN and PPL are for payroll; they are not in the business of case management or human services.  That's also a conflict of interest.  I oppose this proposal in favor of retaining choice and ensuring families have personalized support and advocacy that represents their needs and interests.
