Proposed 8VAC20-781-10 defines "experience in a supervisory capacity" as being experience in an administrative position that includes "supervising, orienting, training, and scheduling." This is overbroad; "and" should be replaced with "or." Every facility is different; while some facilities may have supervisory staff that check all of these boxes, others may divide responsibilities in order facilitate efficiency, utilize each staff member's individual talents, and foster the development of an individual staff member's expertise in a given area. An experienced supervisor may be a gifted trainer, but struggle with scheduling; likewise, an expert scheduler may not be as adept with training.
