I appreciate the DCJS's effort to modernize and strengthen the minimum training standards for sailors, court security officers, custodial officers, and process service officers. Ensuring the officer are throughly trained and prepared for the realities of their duties is essential to both public safety and community trust.
However, I am concerned about the proposed change that extends the training completion period from 12 months to 18 months. While I understand this adjustment may be intended to provide flexibility for agencies or accommodate larger training loads, it could unintentionally delay when officers are fully qualified to serve independently. In field that require strong judgment, situational awareness, and ethical decision-making under pressure, timely and comprehensive training is critical.
I encourage DCJS to maintain the 12 month training completion requirement or to clearly justify how an 18 month window will ensure equivalent readiness and accountability.
