Guidance Document Change: Chapter 623 of the 2024 Acts of the Assembly directs the Board of Education to adopt policy that supports SLIFE (Students with Limited and/or Interrupted Formal Education) to stay in school by developing new graduation and dropout formulas that exclude any student, if such student has not been enrolled in a Virginia High School for at least two semesters. There are no costs associated with the changes to the guidance document.

Residence Dictates Obligation to Educate under IDEA
 

Due to Child Find Requirements and, at times Disabled Scholars

being malisciously unenrolled BECAUSE of their Disabilities, such as Mental Health 

trauma and/or Lengthy Illnesses, it is imperative to refer to not only Enrollment, but 

to incorporate the federal and procedural safeguards and mental health attendance exclusion guidelines in your policies.
