Although I'm basically repeating what others have said, I see these regulations as a stepping stone to MORE inequality among school districts. The only schools that will provide quality gifted education wil be those that have plenty of staff and money. For schools with tighter staff and budgets, it will probably become an extra frill that may or may not meet any standard of quality. With America's children falling further and further behind other countries in terms of education, shouldn't we be investing in quality education according to needs (both spcial and gifted) rather than mass producing indifference?
