Regional concerns and demographics have changed significantly and need to be taken into consideration. Some of the smaller rural counties are currently partnered with other who have grown significantly and now have different needs. The larger counties which feed large metropolitan areas should be grouped to better coordinate transportation and housing projects, while smaller more rural counties would benefit from collaboration that makes sense to them and their strategic plan.
