The proposed change to require family caregivers of children to be employed by an agency would be extremely harmful to the those that require these services. The disabled children that need the consistency of caregivers that can meet their needs will be harmed, and the parents taking care of them would make less money to support the financial needs of these children.  Agencies, many of which are incompetent and poorly run, will take a chunk of the money by being the go-between. This helps nobody and won't even save money. Please reconsider this proposed change.
