Clearly, when terms are used in statute or regulations, the terms must be defined.  However, it appears that the term "material omissions" was defined without full consideration of its impact on ALL citizens of Virginia.  It is my opinion that the regulators need to reconsider the material omissions enumerated in 1VAC20-70-20.  In doing so, please take into consideration the hardworking, law abiding citizens of Virginia who may not be as literate as others and our more mature citizens whose eyes may not be as sharp as they once were.
