Deny the variance
 

The power constraints were a known issue when these data centers were being built.  They have grown too fast for available power and should not be allowed to sidestep the rules because of their not planning ahead.

If they need more power than is available, there are other options instead of generators.   They can install batteries to help the grid handle the stresses THEY'RE causing.

They could also simply plan for scaled down operations for the summer to under the available power levels.  The cloud is everywhere.  Simply shift some of the operations elsewhere and endure a few milliseconds of extra response time.

This is NOT an emergency nor was it unforeseen.  The data centers have chosen to hold us hostage without proper planning.

Deny the variance and protect the PEOPLE of Virginia.
