New Regulations
 

I certainly understand the need to control what the agency is allowed to control, charitable gaming by non-profits. Legitimate non-profits. These regulations came about to control those illegitimate non-profits that were able to find the loop holes in the old statute and regulations and line there pockets with money and not give anything to their supposed cause. Charitable gaming by legitimate non-profits are being adversely affected by legal operations like Rosie's and the temporary casino operations. Even more so when those casinos are built and in full operation. I understand games of chance are a separate issue, however, they do negatively affect charitable gaming. What we need from these regulations, is to control those illegitimate non-profits so that the affect on legitimate non-profits like TAL, Moose, Eagles, Elks, VFW, etc is minimal. I realize to control them, we have to incur some negative affects, however, these regulations do not do that. Our operating expenses of our social quarters needs to be part of the use of proceeds and more defined. The required total use of proceeds need to be realistic. 40% is not. Our smaller lodges and posts in rural Virginia that support their communities now, will become a thing of the past. Please reconsider the use of proceeds % and its definition at a minimum. Thank you.
