The proposed changes to the rules concerning material omissions to absentee ballots are unreasonable and excessive. They far in excess of what is normally enforced in other legal contexts, for example, contract law. It is hard to construe the proposed changes as anything other than a deliberate effort to disqualify as many absentee ballots as possible.
A signficant percentage of those who complete absentee ballots suffer from medical disabilities or other conditions that make it difficult for them to complete paperwork to the same exacting standard as people who are unimpaired. Making it more difficult for these people is inherently discriminatory and is contrary to generally accepted democratic principles.
