Any rule changes that makes it easier for the government to deny citizens right to vote is unacceptable.  This rule change appears to fit a pattern seen across the country to limit, deny and restrict eligible citizens rights to vote.  Instead of making it more difficult for a ballot to qualify, the State Board of Elections should be expanding access to the vote, including and not limited to allowing absentee ballots for any reason.   I urge rejection of this change and a reconsideration of ways to make voting easier for citizens.
