Language must be included to protect that illegible handwriting will not invalidate a ballot where identity of the voter can be insured by other means.
Have you seen the signatures of our government officials? Many of them would be deemed invalid ballots should they rely on truly legible signatures. I give you the signatures of Mark Warner and Jim Webb for example. In the case of the latter, the tail of his J looks like it is dotted, thus there is no real bottom to his i, and his b's could easily be f's. In the case of Senator Warner, his signature looks like his first name is Mck. You get the point.
A vote by absentee ballot must be honored.
