Steps to prevent fraud are important, but it sounds as if much of the debate is about trivial process issues. If the registrar sends an absentee ballot, it seems that all the voter should have to do is to sign with a witness and send the ballot back in the enclosed envelope. Most of these "rules" seemed designed to make it easier for election officials to disallow ballots. The instructions should be brief, clear and easy to conform to.
Let's make sure that everyone registered to vote has a chance to cast a ballot with a minimum of red tape. More than this is harassment of citizens. Are we next going to have to pay a poll tax or have to guess the number of beans in a jar??!
