What is the reason for these proposed changes?  Has there been a problem with fraudulent absentee voting?   If so, how serious? 

I am not aware of any serious problem needing solving.  Virginia has a shameful history of denying the vote to eligible citizens for partisan political purposes.  This smells of something similar.  We should be encouraging the vote, not trying to find ways to suppress it.
