Gotcha Requirements

What is the legislature trying to accomplish?  This regulation is a blatant attempt to disenfranchise voters by establishing "gotcha" requirements for allowing a vote to count.  This is a throwback to the bad old days in Virginia when some people were purposely barred from votiing.

Among the problems with the requlation is that it appears to require that voters provide a signature that is not their normal signature, i.e. a "legible" signature.  For most people, myself included, a legible signature would probably cause an handwriting expert to suspect tha the signature was a forgery.  Aha!  But then there would be another reason to reject the ballot!
