There's little I can add to the comments above, registering at least dismay and at most outrage to think that a ballot would be discarded over handwriting.  I suggest that all disallowed ballots be kept and made available for public inspection, along with the rationale for disallowance -- an exercise in FOI that might be instructive for everyone, and help eliminate misunderstandings about the process of voting, and that of counting ballots.
