If any changes are to be made to the standards/criteria for an absentee ballot to be counted as valid, then those standards must be equally applied to voters outside of the country as well as those that are stateside. Instructions for a signature should be written clearly so that it is understood that the name signed must be the complete legal birthname given to the voter. Throwing out ballots based on the inablility to read a signature is reminiscent of the old poll tax laws in the South; and I am certain that votes disqualified based on eligible signatures will not muster the scrutiny of the Voting Rights Act or the U.S. Department of Justice that still oversees Virginia's actions when it comes to anything dealing with voting, redistricting, etc. due to Virginia's history of subjucating its citizens voting rights.
