Undoubtedly, the idea of insisting upon a Federal Examination for the purposes of providing licensed, competent leadership of an assisted living community in the State of Virginia is well-intended. However; it is also misguided. The requirements to which these professionals must be responsive and are held accountable are those of the Commonweath of Virginia. Furthermore; the Federal Government permits individual states, such as Virginia, the right to promulgate regulations and standards by which these communities must operate so long as they are equal to if not more comprehensive than the federal requirement (in spirit if not in fact).
In Governor Kaine's recent remarks on the subject he argued, in short , that there is no justifiable purpose served nor public good achieved in a duplicative Administrator licensure process- particularly one which discourages talented and compassionate individuals from entry.
