I am opposed to proposed regulation 22 VAC 40-131-170(B).

      It is hoped that everyone concerned with the adoption of a child would want to put the child's welfare first.  Men and women are not interchangeable in the distinct contributions they each make in the development of a child.  Same sex adoption would remove the essential presence of a mother or a father.  It would be a great disservice to a child not to have the opportunity to grow up with a closely united experience to both genders.  Ideally, a child should be raised with both a mother and a father.
