I am opposed to this proposed new standard .  Faith based organizations will be denied the right to provide services in accordance with their religious and moral beliefs.  This is a violation of the Constitutional right to the free exercise of religion.  The proposal is also in opposition to Virginia Code 63.2-1201.1 and 63.2-1225 that details who is eligible to adopt and Section 15-A of the Virginia Constitution.
