This code section would have the consequence of forcing out of business religious foster care and adoption agencies out of business.

This will communicate a destructive message to the foster children, that somehow being a person of faith and convictions is a bad thing. and it will remove a significant portion of the already-too-few numbers of those who are willing to be foster parents.

In short, it will penalize the very children that the foster care system *should* be helping.

It will also institute a clear legislation of morality, unambiguouslyly breaching the "wall of separation between church and state".

This is a very bad idea.
