To whom it may concern,

Please, keep the welfare of needy children at the forefront of your thoughts. Is it in their best interest to implement 22 Vac 40-131-170, or are you just looking to make a political statement? Please, do not punish good agencies to further your political agenda. You should be more concerned with getting these precious, needy children into safe homes, rather then being a hinderance and yet another vast layer of unecessary red tape.
