Sir:

Requiring agencies of religious bodies like The American Catholic Church to place adoptive children with homsexual parents may induce some agencies to cease placing adoptive children.  This happened, as I recall, in Massachusetts.

Governmental child protective agencies regularly have difficulty performing their assigned tasks.  I do not know the most recent scandal in Virginia, but I would be surprised if there are none.  Governmental child protective agencies should focus upon their legally required tasks, not changing private and religious adoption processes.

The proposed regulartion should be reviewed by the Virginia legislature and governor.
