I think that it would be a very big mistake to approve the proposed regulations regarding child adoption or fostercare placement. The end result would be elimination of the most highly qualified prospects from the pool. The people who would statistically do the best job at parenting or guardianship would be passed over for those whose moral values would be questionnable in that regard. Maryland already has similar language codified into law at the state level, and Virginia doesn't need that.
