A discriminating opinion is necessary to ensure a child is placed into an appropriate home environment.
A child should only be placed in a home with a married man and woman of good character. In some special circumstances a single parent may be appropriate. However, this bill reduces the ability of qualified professionals to place a child in an appropriate environment where the child can thrive.
