Please reconsider the proposed regulation that would, in considering applications for adoptive and foster parents, ban distinctions based on sexual orientation or family status. It is, or should be, beyond question that children do better when reared in a home with a married mother and father. To ignore this truism to protect "rights" of people who don't fall into that category is to elevate the desires of adults over the needs of children. Please don't do this.
