Private foster care and adoption agencies should be able to decide their own criteria when placing children with families.  Adopt new standards?  Please.  A private agency deserves to say yes or no to a family based on its own criteria that it feels is important.  Not every agency is going to hold to the same ideals for child placement.  Please don't force them to adopt someone else's criteria.
