If you force good people to choose between their conscience and children in need, all of society will pay a price but most of all those children who could have been earnestly loved.
The Constitution only forbids a State Religion....it doesn't outlaw religion. Allow religious organizations to continue as they are: they provide VITAL services to children in need. You will be excluding good families from the adoptive parent pool and denying children opportunities to be in loving homes. The adoption process is already so complicated and expensive as to be prohibitive to many families who have the space in their hearts and homes to adopt. Don't eliminate even more families from the possibility of being excellent adoptive families.
