I am writing to oppose this requirement which would require agencies to accept homosexual couples as appropriate parents for foster and adoptable children.  There is little question that the most heathy environment in which to raise a child is in a tradition family with a mother and father.  If this regulation were to pass, many of the largest organizations that provide adoption services would be prohibited from continuing this most important work.  How does that serve the Commonwealth's children in need of adoption?
