I wish I had more time to respond.  Clearly regulartory agencies are trying, again, to be lawmakers.  I think the Virginia Social Services department needs some serious overhaul.   I am ready for a grassroots movement to demand from our elected officials a reigning in of these agencies that promote their own personal politacal objectives.
