VA Dept. of Social Services proposed minimum standards for licensed child placement
 

This proposal includes provision 22VAC40-131-170 Part B states The licensee shall prohibit acts of discrimination based on race, color, gender, national origin, age, religion, political beliefs, sexual orientation, disbaility or family status...

This provision, as written, would force Catholic services to close.  It violates freedom of religion and would reduce the number of services available in VA.

Suggest you add a clause that exempts faith based services when the specific clause violates a fundamental principle of the faith.  For example, Catholic services cannot place a child with a family consisting of avowed same sex partners or families consisting of heterosexual partners who are not married.  It violates the principles of the Church which teaches that marriage is between a man and a woman living under the sacrament of marriage as defined in the Catholic Church.

There must be plenty of secular services that would not be disturbed by this provision.  And people seeking children would still have plenty of options outside of Catholic services.
