This language is broad and vague and is clearly intended to have a chilling effect on teachers.  In the name of allowing parents access to their own children's learning materials it bullies other parents into depriving their own children of an education.  This will be used to promulgate inaccuracies in education and create a hostile learning environment for those who don't fit a very vocal and violent minority's definition of what a correct existence entails.  Part of the reason I chose the community that I chose is to give my children access to a quality education, one that will allow them to understand the world accurately and clearly and one that would encourage their growth.  Policies like this will only make Virginia's students dumber, "less competitive," by eliminating works from the curriculum that challenge them to think.
