I strongly Oppose this guidance.  It is poorly written without adequately defining many of the terms used.  It will create (probably by design) a chilling effect and result in a decrease in the quality of the education offered our students.  I want my child to receive the full range of education at school each year and not have that education hampered by purely partisan legislation.
