I have opposed this kind of censorship since Amanda Chase proposed it a decade ago.  
I opposed it when she tried to ram it through in another DOE measure years later 
I oppose it today.  

The definition of "Explicit" cannot be quantified or measured, thus it is something open to opinion.   

Too many are willing to falsely accuse books of being "Explicit" simply for presenting alternative lifestyles or presenting a non-traditional viewpoint.   

This policy WILL be abused by Moral Panic driven groups to advance their personal agendas.  In fact, I believe that this is intended for just that use.
