Comment 122670 makes really good points about the bill already being law and the focus now ought to be on commenting on the model policies.

In section III B of the draft policy is the sentence:

When determining whether instructional materials contain sexually explicit content, teachers, principals, and division staff should consider student age and maturity, and whether a parent might reasonably consider the instructional content harmful to their child.

These considerations are important and should be included in the final policy.

Comment 122670 also provides good suggestions on providing examples of what does not constitute sexually explicit material and what does not constitute punitive treatment.  A parent’s decision to not have their child exposed to certain material should not effectively require changing the curriculum for all students.
