Instructional Materials with sexually explicit content...

Parents have a fundamental right to make decisions regarding exposure to explicit materials and are also in the best position to know what is appropriate for their unique children.

Really, I see no need whatsoever for sexually explicit materials to be used in public education at any level.  This topic is best left to parents.
