The proposed rule change (to allow concealed handgun carry with a CHP) only solves half the problem. The final rule change needs also to allow OPEN carry, by individuals who can otherwise lawfully possess/carry a handgun with or without a CHP, as is the case elsewhere in the Commonwealth.
This would also bring State Forest regulations into agreement with a September 2008 opinion published by Atty General McDonnell asserting the lack of authority for Dept of Conservation & Recreation, and other such state agencies, to prohibit open carry of handguns, which see:
