This proposal uses term like diversity and cultural competency without explaining what those terms mean. Without defining those terms, this document is not useful. Of course teachers should understand that their students have a variety of family structures, ethnicities, religious practices and celebrations, economic circumstances and home situations. They should seek to foster an atmosphere of mutual respect in the classroom. They should design homework and classwork policies that allow kids with different strengths and different schedules to learn and excel. What would be useful is best practices on the detail of what helps different learners learn, what keeps them motivated, how to create a positive learning environment, etc. This document is not helpful and looks like a recommendation to hire diversity consultants instead of modeling how to operate a classroom that values all learners and assumes everyone is competent and CAN learn, regardless of what they look like, where they were born, and what home is like. This "guidance document" does not provide teachers with anything useful. The incoming department of education should throw this out and begin again.
