I do not believe there should be a vaccine mandate at all, no employer, government entity or governing body should be mandating a vaccine. Mandates perpetuate coercion by others, medical decisions should be made by choice not force.  There is little to no discussion of the efficacy touted by the vaccine studies: relative risk reduction vs absolute risk reduction. The information has been misrepresented to the public or not presented at all. 

The freedom to choose our own path in life (religion, careers, medical choices, etc)  is part of what makes this country so great. Incremental infringement makes way for totalitarian rule.
